      On the basis of reviewing and analyzing the process of the railroad reform, we point out that the goal of the railroad reform is to liberate the transportation productivity and promote the transportation efficiency. The objective and method of reform is the separation of enterprise from administration. We must emancipate and expand our minds, but at the same time it's necessary to keep the high efficiency of railway transport, and we mustn't deviate from the purpose of the reform.
